As at July 2026, conditions favour prepared buyers: three-month SORA sits near 1.1%, a multi-year low, and two-year fixed home-loan packages run about 1.4–1.5%. HDB resale prices have dipped for two consecutive quarters, private prices rose a modest 0.5% in Q2, and around 20 new launches give buyers unusually wide choice.
ABSD rates as at July 2026, unchanged since 27 April 2023: Singapore Citizens pay 0% on their first property, 20% on the second and 30% on the third; Permanent Residents pay 5%, 30% and 35%; foreigners pay a flat 60% on any residential purchase; entities pay 65%. Rates apply to the higher of price or market value.
An executive condominium usually suits HDB upgraders who meet the eligibility rules: household income of S$16,000 or less, a family nucleus with at least one Singapore Citizen, and no private property owned or sold in the past 30 months. New ECs typically price 20–30% below comparable condos, but carry MOP and resale restrictions.
There are two main routes. Sell your HDB flat before buying — with no property owned, a Singapore Citizen pays 0% ABSD. Or buy first: a married couple with at least one Singapore Citizen spouse can claim ABSD remission on the second property if they sell the first within six months of purchase or TOP.
MOP is the Minimum Occupation Period — the years you must occupy your flat before selling. Most BTO and resale flats have a five-year MOP from key collection (resale completion for resale flats); Plus and Prime flats carry ten years. During MOP you cannot sell, rent out the whole flat, or buy private property.
No. Buyers pay no agent commission when purchasing a new launch condo or EC from a developer — the developer pays the agencies from its marketing budget. The showflat price is the developer's list price whether or not you have an advisor, so independent guidance on stack choice, payments and comparisons costs you nothing.
